Hello Lovely, Happy New Year! I know I am a little late out of the gate….it has been an extremely busy start to the year! I’ve been involved with some cases you will hear more about in this message and others you will hear more about soon. I wanted to take a moment to reflect, as well as provide you with some updates and importantly thank you for the important work you do. Thank you for being here - for wanting to improve and wanting to be better and do better. I see you! Many of us who do want to do a good job for victims and want to hold abusers to account - we need to pool our knowledge, time and resources as it’s not easy doing this work. We also need to recharge so I hope you took some time over the holidays to regenerate and spend time with the important people in your lives. I’m in the toddler stage with Rafi – the ‘no zone’ as I call it – the ‘NO! I don’t want to’…and I’m telling you…hostage negotiators can learn a thing or two from parents with toddlers. Parents are incredible dealing with these pint size dictators and then off to work we go… for a rest! On a serious note – I love spending time with my little guy and of course, they are our teachers as well as we are theirs. Raising a tiny human to be a good kind person, especially a little boy, in the current climate is not easy. Hats off to all of you who are way in advance of me on this. OK – time to share some important updates about the work we are doing together - and what comes next. Let’s start with the good news as there’s not been much of it about of late An Honour and a Privilege I was deeply honoured to recently receive a Doctorate of Laws from the University of Law in recognition of my work in criminal behavioural analysis, homicide prevention, and law reform. I accept this not as a personal achievement alone, but as recognition of the courage of victims and families who have trusted me with their stories and stood alongside me to challenge systems that too often fail them. address to the 500+ graduate lawyers. This work has always been - and remains - about honouring the victims, prevention, accountability, and changing and saving lives. Standing With Victims and Families I continue to work closely with extraordinary women and families who are pushing for change, including Tina Nash, Natalie Queiroz MBE, Zoe Dronfield, Jodie Edith and Lisa Squire. Their courage and determination sit at the heart of the ongoing campaign to ensure serial stalkers, domestic abusers and coercive controllers are properly identified, managed, and stopped before they escalate to serious harm or murder. Sadly, there are many cases where the entitled male abuser escalated to murder and, despite clear warning signs, their violent history was not joined up by police, prisons and probation services. Enough of the words and lip service. We know the updated practice guidance of the last Government changed very little, as 87% of domestic abusers and stalkers referred to MAPPA were rejected. This is urgent. We have consistently been told it’s going to happen. However, the Government’s Violence against Women strategy launched on December 19 in the House of commons with about 27 MPs out of 650 in attendance does not go far enough regarding perpetrators. Considering legislation for dangerous serial and repeat abusers is simply not good enough and it just another delay and departure from what was agreed. Campaign: Serial and Repeat Domestic Abusers and Stalkers Here’s a reminder: serial and repeat domestic abusers and stalkers remain invisible through choice. We have raised this since 2003 onwards when I was working in the Metropolitan Police Service. Femicide is now at an all-time high with the Met Chief saying millions of men are a danger to women. However, in 2021 our amendment was voted down by every Tory MP in favour of practice guidance. In 2022, only 40 domestic abusers and stalkers were referred to MAPPA across England and Wales. In 2023 87% of offenders rejected from MAPPA were domestic abusers and stalkers. We know asking people to kindly do this, does not work. Legislation is required to ensure this cohort of dangerous serial and repeat domestic abusers and stalkers - convicted and unconvicted - are proactively identified, assessed, tracked and managed across all police, probation and prison services, under a statutory body. We want to ensure this is real change that last and there is consistency in implementation and join up across all areas. Perpetrators travel and move. The statutory body that exists in Multi-agency Public Protection Arrangements (MAPPA) framework – the new database MAPPS will roll out in 2028. Sex offenders and terrorists are managed via this system and there must be join up of intelligence and information and not silo-ing. Some of the offenders tick multiple boxes. Offenders will fall between the cracks and information will be missed. Patterns of behaviour matter. We cannot wait for 2028 or another siloed system. How many more women will be harmed and murdered by then? We have campaigned for this with many from this Government including Minster Jess Phillips and Yvette Cooper. LISTEN to Natalie Queiroz MBE who was attacked when 8 months pregnant by her partner, Babur Raja. LISTEN to Tina Nash whose partner, Shane Jenkin, gouged her eyes out when she tried to leave him. Their cases are harrowing and what is just as alarming is the pandering to these men who almost killed their victims. TAKE ACTION: WRITE to Deputy Prime Minister David Lammy and Minster for VAW&G Alex Davies Jones. ASK they: STOP Babur Raja’s early transfer to Cat D open prison and include that May is only a six months reprieve which is not long enough; EXCLUDE domestic abusers and stalkers from early transfer to Cat D prison.

Hidden Homicides: The Cases We Are Still Missing A critical part of my work continues to focus on hidden homicides - deaths that are misclassified, minimised, or overlooked, often where coercive control and abuse were present long before the fatal outcome. These cases demand scrutiny, behavioural analysis, and the courage to ask difficult questions. Too often, women’s deaths are explained away rather than properly investigated. This is something I will continue to challenge publicly and professionally. Recently, Jodie Edith joined me on Crime Analyst for the first time to speak about the murder of her sister - a conversation that powerfully underscores why families must be listened to, and why patterns of abuse must never be ignored. Marking a Decade of Coercive Control Law On December 3 I attended Parliament with the campaign team and supporters to mark the 10-year anniversary of the coercive control law in England and Wales - a landmark reform that criminalised coercive control. This law, alongside earlier reforms such as the stalking legislation, was achieved through years of evidence-based advocacy, training, and collaboration with victims and families. Our law laid the groundwork for other countries to follow suit including Scotland, Australia and America. I was proud to share evidence in Australia and America for coercive control laws drawing on my experience in the UK. Expert led training before the implementation of any law is vital – and this has been a continuous problem in England and Wales with police, probation, social services, health and housing along with courts receiving very little training from accredited experts. There is still much to do, but this milestone matters. Greenberg.) DASH: Adverse Publicity Towards the end of last year, I was disappointed to see the targeted and adverse publicity about the DASH Risk Identification, Assessment and Management Model. If you have received university accredited training you will know that most of the issues quoted stem from poor implementation, a lack of leadership and priority, the tool being changed and modified and a lack of accredited training by experts on DASH and coercive control, stalking, and so-called honour based abuse. Claiming the DASH killed 50 women is disingenuous and sensationalist clap trap. Many of the abusers who did kill the women were repeat and serial abusers. Sadly, many of them were not investigated and if you don’t investigate and ask questions – you are not going to be able to effectively risk identify, assess and manage a perpetrator. Male violence to women is at epidemic levels because solving male violence has never been a priority. It’s that simple. You can read my statement here.
